Orphans Sunny and Verdy are like brothers, but are separated when Verdy is adopted by a wealthy couple. Their paths cross again when Verdy (now a successful businessman) and his fiancée are kidnapped by a crew of pirates while on vacation. 今世紀初頭の香港。香港全島を統括するはずの長官チュンは暗黒街のボス“西環の虎”と結託し無法の限りをつくしていた。頭を悩ませたイギリス保安司令と警察署は、長官の勢力縮小をはかる任務に海賊征伐で活躍したドラゴンを抜擢した。ドラゴンは、仲間の水上警察の連中や所長の娘パールの協力でみごとに西環の虎を逮捕するが、そのために長官はドラゴンに深い憎しみを抱き復讐の機会を狙うようになる。
