１８１４年。港町マルセイユに住む航海士のエドモンは伯爵の子息フェルナンと幼馴染み。貧しいエドモンには裕福なフェルナンも羨む魅力的な婚約者メルセデスがいた。エドモンはやがて船長になり、晴れて結婚式を挙げることになった。しかしその矢先、エドモンは何者かの陰謀で罪人として牢獄に幽閉されてしまうのだった。やがて獄中でファリア司祭と出会い、彼のおかげで脱獄に成功したうえ巨額の財産を手にしたエドモンはモンテ・クリスト伯として社交界に華々しくデビューするのだった。この時、エドモンの真の目的に気づく者は誰一人居なかった。

宅配ピザ配達員のダニエルは念願のタクシードライバーになった。スピード狂の彼の愛車であるプジョーは、どんな場所でもあっという間に客を送り届けることができる。ある日、マルセイユ警察のエミリアン刑事を彼が刑事とは知らずに乗せて猛スピードで警察署まで送り、スピード違反の現行犯で検挙されてしまう。その頃、市内ではドイツの強盗団による連続銀行強盗事件が相次いでおり、警察を悩ませていた。ダニエルは違反を見逃すことを交換条件に、エミリアンと共に強盗事件の捜査に協力することになった。

ニューヨーク市警察本部薬物対策課で“ポパイ”とアダ名されるドイル刑事。彼は薬物捜査のベテランだが、捜査のためならば強引な手法も厭わない。麻薬の売人を逮捕したある夜、ドイルは相棒のルソーと共にナイトクラブ「コパカバーナ」に飲みに出かける。そこには有力マフィアの組長たちが妻同伴で来店していた。その際、組長夫妻たちと共にテーブルを囲み、札びらを切っている若い夫婦がいた。不審に思ったドイルとラソーは、その夫婦を捜査する。
