The movie takes place entirely in and around the Mini Moni Cafè. The Mini Moni Cafè is run by the first generation members of Mini Moni, who are lead by Mari Yaguchi. Mika Todd is the primary baker for the cafè and Ai Kago and Nozomi Tsuji are bumbling waitresses. One day Kago and Tsuji serve a particularly enthusiastic customer (played by Ai Takahashi) who says she has never had such a delicious cake before. When the waitress explain they do not know the secret ingredient that makes the cakes so good, Takahashi decides to sneak into the cafè later find out what it is and steal it.

The cockroaches of Saito's apartment live in peace with their human host, who gives them lots of space to breed and plenty of leftovers to munch on. In the midst of these high living times, Naomi and Ichiro plan to get married and start a family. The television movie is set in the city of Dimmsdale and centers on the series' main protagonist Timmy Turner with his fairy godparents Cosmo and Wanda and his fairy godbrother Poof. Timmy falls in love with her, a sign that he is growing up to an adult, which means he is closer to losing his fairies. Meanwhile, an oil business tycoon named Hugh J. Magnate, Jr., who teams up with Mr. Crocker, plans to use Timmy's fairies' magic in order to promote his oil business.

After lunch, the trio settles in as grandfather recounts "The Story" of Peter's adventures with a bird, cat, and dizzy duck on the outskirts "of a very dark forest." The film morphs into a clever cartoon designed by the legendary Chuck Jones (of Wile E. Coyote fame). The "story within a story" leaps to life while the accompanying musical instruments also emerge as playful personalities.
