LA의 소방관 고디는 약속 장소에 늦게 나간 것이 화근이 돼 사랑하는 아내와 어린 아들이 폭탄 테러로 죽는 모습을 목격한다. 테러범은 콜럼비아의 반군 지도자인 일명 '울프'라는 인물로 콜럼비아 영사와 미 CIA 간부를 노린 범행으로 무고한 고디의 가족이 희생된 것이다. 고디는 비극이 되풀이되지 않도록 정부가 속히 범인을 검거하기를 기다리지만 수사는 제자리걸음을 면치 못한다. 울프는 미국을 빠져나가고 분노한 고디는 직접 범인을 잡기 위해 내란이 한창인 콜럼비아에 잠입한다.
