파리의 거리에서 루팡의 예전 수법을 따라하며 물건을 훔치는 카피캣이 속출한다. 알고 보니 그 모방범죄는 루팡도 잘 아는 한 소녀의 짓이었다. 그 소녀의 어머니는 루팡의 예전 동료인 캣, 그 캣은 예전의 의문의 죽음을 당하고, 그 사이에는 bull's eye라는 보석의 음모가 있다. 예전부터 bull's eye라는 보석을 가진 자는 얼마 못가 의문의 죽음을 당한다는 설이 있다. 어느날 루팡은 후지코를 인질로 잡은 한 인물에게 국립박물관에 있는 bull's eye를 훔쳐오라는 협박을 받는다. 사랑하는 후지코를 구하기 위해, bull's eye를 가까스로 훔치지만, 알고보니 그 일 역시 그 보석이 탐난 후지코의 계략이었던 것, 거기에 캣의 딸인 레베카라는 소녀가 끼어들면서 문제가 복잡해진다. 후지코를 인질로 잡은 척 했던 의문의 남자는 루팡이 지금까지 훔쳤던 보물과 명화들을 루팡 콜렉션이라 부르면서 노리고, 후지코를 이용하여 음모를 꾸미는데..........

"고향인 지구로 돌아간다..." 그런 강렬한 소망을 품은 그들의 지구를 향하는 싸움이 시작된다. 모체의 출산이라는 현상을 거부하고 인공적이며 계획적으로 인간을 탄생시키는 SD(Superior Dominance) 체제. 핏줄로 이어지지 않은 가정 내에서 양육된 아이들은 14살이 되면 성인식을 치르고, 그 이후에는 어린 시절에 대한 기억이 희미해져 그 공백을 그랜드 마더로 통칭되는 체제에 대한 충성심으로 메우게 된다. 교육과정을 통해 아이를 기르거나, 정부요원 내지 군인이 되거나, 전문적인 기술자가 되는 길로 갈리며, 각각의 부류는 서로 다른 행성에서 생활하여 전체적인 교류가 적다.
