Synopsis
Undercover cop Frank Adams & his female martial artists attempt to stop The Phantom's spree of cop killing and take back the streets from the gangs.

Soon after, new life forms began to appear and half of Mexico was quarantined as an infected zone. Today, the American and Mexican military still struggle to contain "the creatures," while a journalist agrees to escort a shaken tourist through the infected zone in Mexico to the safety of the U.S. border.

Hell is given the task of helping in the rescue of a group of fertile women from the harem of the mutant leader (resembling a frog). Hell cannot escape since he has a bomb attached to his private parts which will detonate if he strays more than a few hundred yards from his guard.
