With the help of a beautiful blonde (Gosia Dobrowolska), Sam uncovers a sex scandal involving a high-ranking government official. Also implicated are a sadistic soldier of fortune (Rod Mullinar), and a corrupt cop (Tony Barry) who tries to impede the investigation. Although the hero sells surfing-related items, he is never actually seen surfing in the feature.
