Japan in the 1970s, during the period of high growth. The young called runaway tribes that ran through the city at night to dissipate excess energy. Kenji Ebisawa (Rei Okazaki), the sixth president of Black Emperor, was the predominant figure in the world. He had no end to his longing for his career and his strength and desire to be a mate. One day, a girl appeared under Kenji who wanted to join the Black Emperor. Naho (Chiaki Ota), who had a strong feeling of defeat and was in a fight every day. However, Kenji stubbornly refuses to accept it. The Black Emperor's "iron rule" that can never be broken. However, unable to give up, Naho eventually forms a team by himself. On of the southernmost islands of Japan, there's a dance school 'Orion Dancers Academy'. Hiding its public identity as a training school of singers and dancers, it actually operates as a girl-warrior training school, in order to win independence of the island. The secretly trained agents watch the music video of charismatic idol Cocoe on a huge TV monitor, and unlock codes from her dancing to complete their missions. However, the dark shadow of a rival organization slowly sneaks up on the girls and the training school on the island.

Seconds before Reika (from the first movie) dies, she gives the key to a coin locker to her pupil Ayano. After a hunt for the right coin locker, Ayano finally finds the right one but she soon realizes that some things should be left alone. When some other students at her school finds the coin locker, the curse begins once again. The long haired girl is once again out to get anyone who's opened the coin locker.
