Carles Puigdemont is a Spanish MEP and former Spanish President of the Generalitat de Catalunya (Catalan autonomous government), a refugee fugitive in Belgium, he is known for proclaiming and canceling the Catalan Republic within 8 seconds and being the first autonomous president to have applied it to him article 155 of the Spanish Constitution.
