The movie depicts the events from July until September of 1914 which led to the defeat of the German troops at the Marne. While Sebastian Haffner explains and comments on operations and decisions on the basis of situation maps, key scenes are depicted by actors. A main focus is thereby placed by Haffner onto the controversial mission of lieutenant-colonel Richard Hentsch who is said to have, during a war patrol to the various army high commands, contributed to the abortion of the operations significantly.

A strange case baffles the police and the citizens of a German small town. A two-year old girl has disappeared. There are suspects, innocents, guilty ones and a web of lies. In a casino in a We'5t German health resort, one often sees Sybille - an attractive young student actress. With her winnings from the roulette table, she attempts to finance her studies. Despite a rather lucky streak, her winnings are a little on the lean side. She doesn't, however, gamble with her own money but with that of Dr. Busch, a lawyer, who likes to stay in the background with the argument that gambling houses are not the proper turf for a serious lawyer. From him, Sybille receives only a small share of her winnings later, and only through the intervention of Gerhard Fischer, a journalist, does Sybille come to realize her role in Dr. Busch's fraudulent scheme.

Albert Hauptmann is an out of work waiter in Cologne who is often confused with a former Captain of the Nazi Army. Albert uses this to his advantage and becomes the Director of the Montan Corporation, and a member of the West German Parliament. Herr Karjanke, the real Captain, learns of Albert’s ruse, and wants to claim his "rightful" position in Parliament. But Karjanke cannot come forward until his politicking "Doppelganger" succeeds in passing an amnesty law for war criminals. When Albert is finally brought before a judge on charges of fraud, he learns that this own amnesty law does not apply to him.
