Many engineers from around the world gather at the Interpol marine facility "Pacific Buoy" on Hachijo-jima, in the sea south of central Tokyo Prefecture coast, to witness the launch of a new system that connects all law enforcement camera systems around the world and enables facial recognition worldwide. Conan, along with his friends Kogoro, Ran, Agasa, Haibara, and the Detective Boys, also heads to the island with an invitation from Sonoko to see the whales. He receives a message from Subaru, who says that a Europol agent has been murdered in Germany by Gin. Perturbed, Conan sneaks onto the police ship led by Kuroda, which is bringing them to the island to protect the completion work, and tours the new facility, just in time for the Black Organization to kidnap a female engineer, seeking a piece of important data in her USB drive. A terrifying howl of screws is heard from the ocean as an unknown person approaches Haibara.

The stage this time is Baquel Carnival! It's a fun festival held in Obake Town, a cute and fun city of ghosts that can be transformed into anything! Children truly enjoy the amusement park-like glamorous and exciting Baker Carnival. However, only the ghost boy Dolorin, who is not good at transforming, can not enjoy it, so he is alone. Such Dolorin deepens the bond while encountering Creampanda. They head to Ozomashi no Mori in search of the cloak that has the most transformational power in the world, but Baikinman appears there and rampages to mess up the Baker Carnival with the power of the cloak! Can Anpanman and others protect the fun Baker Carnival from Baikinman?

The story begins in Anpanman World, where everybody is bustling around, getting ready for the annual Star Festival. On that day, an egg emerges from Baikinman's garbage box, and when it hatches, a mysterious boy named Kurun emerges from within. Though Kurun does not know where he came from, he spends his days having fun with everybody. But one day, black stars begin raining down. Anpanman thinks that something suspicious might be occurring at the Star of Life, and he heads there.
