Kageyama (Sho Sakurai) works as the butler for rich heiress Reiko Hosho (Keiko Kitagawa). Reiko happens to be a novice detective but lacks certain deductive skills needed by detectives. Wataru, a freelance cameraman who works for a travel magazine in Tokyo. He had aimed to be a teacher but failed to achieve his goal and left home to go to Tokyo. In this environment, the 7th shogun Tokugawa passes away and the new shogun Yoshimune Tokugawa takes the thrown and enters the Ohoku.

"Saigo no Yakusoku" is described as a human suspense story involving the hijack of a major building. The members of Arashi play five young men who happen to be inside, and the story depicts their attempt to escape and their interactions with the other people caught up in the incident.

The movie is centered around five friends as they end up spending the summer of 1962 shackled up together in a tiny studio apartment in Tokyo. The five friends are Eisuke - the manga artist, Shoichi - the singer, Ryuzo - the novelist, Kei - the painter and Yuji – the 5th wheel (?). The friends spend the summer in pursuit of their own ideals of personal freedom - being able to do what they want. In the process of pursuing their dream they learn firsthand that however ideal it may seem, its not as easy as they think.

After terminally ill Bussan finally passes away he misses hanging out with his still living friends and decides to return to Kisarazu. In his ghost form however only his most trusted friends can see him, and his meddling in the lives of the living results in the return of Ozzy and a long dead team of American baseball players who drowned off the shores of Kisarazu. It's down to Bussan and the Cats to save the day and restore the town to order, but can Bussan bring himself to say bye-bye once and for all?
