Carmen is an opera in four acts by the French composer Georges Bizet. The libretto was written by Henri Meilhac and Ludovic Halévy, based on a novella of the same title by Prosper Mérimée.

The film takes place in Russia in 1775. Catherine the Great is ruler and stands at the height of her power. The ruler, however, is more concerned with the sexual activity of her court than the daily business. A horde of Cossacks, led by Pugachev, threatens the country's population.
