The police try to arrest expert hostage negotiator Danny Roman, who insists he's being framed for his partner's murder in what he believes is an elaborate conspiracy. Thinking there's evidence in the Internal Affairs offices that might clear him, he takes everyone in the office hostage and demands that another well-known negotiator be brought in to handle the situation and secretly investigate the conspiracy.

FBI Special Agent Travis is trying to catch a deranged serial killer and is doing his best despite having a new and unexperienced partner in the form of Kelly McCord. It turns out that the serial killer is an entire army of disgruntled CIA mercenaries from Vietnam.
Gate Guard
U.S. Marshall John Kruger erases the identities of people enrolled in the Witness Protection Program. His current assignment is to protect Lee Cullen, who's uncovered evidence that the weapons manufacturer she works for has been selling to terrorist groups. When Kruger discovers that there's a corrupt agent within the program, he must guard his own life while trying to protect Lee's.
