The story continues from the Japanese SIGNAL drama series. In 2021, a limousine taxi driver causes an accident on a highway and a high-level government official dies in the accident. The cold case investigation unit, including Kento Saegusa and team leader Misaki Sakurai, have doubts about the case. Meanwhile, in 2009, administrative officers die consecutively in car accidents. The police announce these deaths as accidents. Takeshi Ōyama believes that these deaths were not the product of simple accidents. At 11:23 pm, a walkie-talkie turns on and makes a connection between the future and past. Kento Saegusa and Takeshi Ōyama face the threat of bioterrorism.

Daichi (Mahiro Takasugi) is a young dental technician. He is called a prince due to his excellent skills at work and his handsome appearance. One day, he meets again his childhood friend Manatsu (Seia Yasuda). Manatsu has just began work as a dental hygienist at a clinic in th suburb. Daichi then receives a complaint from a patient. Manatsu tries to comfort him, but they end up having an argument.

Detectives Shintarou Sakurai (Sho Aikawa) and Koichi Hikage (Susumu Terajima) are partners. They are also corrupt and often blackmail criminal groups and seize their money. One day, the Chief of Police becomes aware that 2.5 million yen in seized money is missing. He orders Shintarou and Koichi to bring the money in by tomorrow morning. Shintarou and Koichi are in big trouble. They then read an article about a pension fund embezzlement case involving 6 billion yen. The prime suspect of the pension fund embezzlement case spent most of that money, but he has 2.5 billion yen left.
