A new evil organization known as Space Shocker, which are led by the magic-using Space Ikadevil and Space Spider Man, threatens the Earth by causing an unknown phenomenon. The Space Sheriffs Gavan type-G and Sharivan are sent to execute all magic-users on Earth in response to the threat and begins to attack Kamen Riders Wizard and Beast. The Space Crime Syndicate Madou, who were once defeated by the original Sharivan return, to cause even more havoc in the world. During this, Yoko finds a mysterious little robot called Psycholon, which Space Shocker and the Madou are after for unknown reasons.

The Kamen Rider Club discovers that the Dai-Zangyack fleet is moving towards Earth, led by Captain Marvelous as their Great Emperor. With many revived Super Sentai villains under his command, Captain Marvelous plans to obtain the Great Power of the Kamen Riders which is said to be "Ultimate Treasure in the Universe". Meanwhile, Tsukasa Kadoya becomes the Great Leader of Dai-Shocker once again and recruits past enemies of the Kamen Riders to take down the Super Sentai teams.

Movie War Mega Max featured the first seven Kamen Riders (Kamen Rider 1, 2, V3, Riderman, X, Amazon, and Stronger) to commemorate the franchise's 40th anniversary. Trailers for the film shown during airings of Fourze also showed the return of Kamen Rider Double as well as a new form for Kamen Rider OOO. Unlike previous Movie War films, where they were divided into 3 segments, Movie War Mega Max is divided into 5 parts. Like previous Movie War films the secondary Kamen Rider of Kamen Rider Fourze, Kamen Rider Meteor, made his debut in the film.

A mysterious reiatsu (spiritual particle) explosion occurs in the center of Seireitei in Soul Society, causing it to be destroyed. The elementary school student Rieko lives with her parents who are deaf and mute, and her younger sister. Rieko wishes to draw cartoons and comics that make people happy, and doodles comics of Bomberman and friends in her notebooks. An earthquake strikes during the night and ravages the city, leaving their neighbourhood a shambles. They travel to a shelter, but their parents' inability to hear and speak causes misunderstandings and conflict among the workers; Rieko helps resolve the situation while also keeping an eye on her younger sister. With support from volunteer worker Kyoko, an older girl from Tokyo, the community within the shelter begin to grow and understand one another. Rieko helps keep the younger ones amused with her drawings of Bomberman characters, including a comic of the heroes and villains putting their differences aside to help each other when the battle arena comes down on top of them.
