Johan es un policía de Gotemburgo que se encuentra en un tiroteo con ladrones de joyas. Después de que el humo se disipa, un ladrón, asesinado por su cómplice, y un inocente, han muerto. Un alcalde corrupto y su ayudante emprenden un viaje en busca de un muerto para inaugurar el recién construido cementerio del pueblo, antes de que finalice su mandato.
