Registra el proceso de consulta impulsado por campesinos zapotecas de los valles de Ocotlán y Zimatlán, en Oaxaca, México, para recuperar el dominio de los mantos acuíferos que riegan sus terrenos. Los campesinos piden que se deseche el decreto presidencial de veda emitido en 1967 sin consultarles, por el cual el gobierno pretende cobrarles por el uso del agua. Los campesinos rechazan ese cobro porque en 2005 el acuífero se redujo drásticamente, pese a la veda, y el gobierno nada hizo por ayudarlos. Los propios agricultores idearon métodos para captar agua de lluvia y restauraron las reservas naturales del líquido. La narración de la cantante y compositora Lila Downs permite conocer esta lucha civil por cambiar las decisiones de un gobierno arbitrario, detener los cobros abusivos de otro gobierno y reconocer el gran esfuerzo ecologista de los campesinos.
