Many engineers from around the world gather at the Interpol marine facility "Pacific Buoy" on Hachijo-jima, in the sea south of central Tokyo Prefecture coast, to witness the launch of a new system that connects all law enforcement camera systems around the world and enables facial recognition worldwide. Conan, along with his friends Kogoro, Ran, Agasa, Haibara, and the Detective Boys, also heads to the island with an invitation from Sonoko to see the whales. He receives a message from Subaru, who says that a Europol agent has been murdered in Germany by Gin. Perturbed, Conan sneaks onto the police ship led by Kuroda, which is bringing them to the island to protect the completion work, and tours the new facility, just in time for the Black Organization to kidnap a female engineer, seeking a piece of important data in her USB drive. A terrifying howl of screws is heard from the ocean as an unknown person approaches Haibara.

Antes de que se realice el robo, los oficiales de la seguridad pública, dirigidos por Tooru Amuro, llegan justo a tiempo para detener a la responsable. La espía logra huir pero Amuro, con la ayuda del agente del FBI Shuichi Akai, logran abatirla durante la persecución.

Tras una serie de asesinatos en Tokio y Kanagawa, policías de todo Japón se reúnen para asistir al encuentro relacionado con el caso. Conan ve como un hombre entra en el coche de Gin y sospecha que el caso está relacionado con los hombres de negro. Uno de ellos se hace pasar por un miembro de la policía y va en busca de un disco de memoria de su organización.

CRYING FREEMAN: FINAL CHAPTER -- THE GUIDING LIGHT OF MEMORY (1993) is the sixth and last volume in the OAV series of Japanese anime adaptations of the "Crying Freeman" manga. A hard-hitting tale of violent criminals engaged in a brutal turf war, it is easily the best-written and most stylishly directed since the first in the series (PORTRAIT OF A KILLER). This one tells the story of a young Japanese Yakuza who takes over the Russian supply of drugs and weapons to Japan and cuts out the involvement of the Hong Kong-based 108 Dragons. Freeman, the hitman of the title and the 108 Dragons' star player, goes to Japan to investigate and gets framed for a succession of assassinations of top Yakuza bosses. The chief enemy here, Tsunaike, is aided by an icily sexy Arctic hit lady, Tanya (described as "Eskimo" in the subtitles, although she looks more Siberian), who is frequently seen in the nude in regular trysts with Tsunaike.

Su fin es reunir las bolas de dragón para recuperar la juventud y convertir el planeta en un sitio adecuado para el ejército de demonios que le acompaña.
