Un misterio comienza a ocurrir en Ciudad Zawame con un llamado mundo en el interior de la misma Tierra. Kouta y Mai deciden investigar la situación y es allí donde se encuentran con un chico que posee la habilidad de dar vuelta todo lo que toca. Éste les dice que tiene que hacer algo sí o sí, pero no recuerda qué. De la nada son sorprendidos por un Takeshi Hongou, el legendario primer Rider quien le dice a Kouta que no tiene el valor para ser un guerrero. Instantaneamente son atacados por unos monstruos y la historia comienza a desarrollarse con un nuevo imperio que aparece para acabar con los seres vivos utilizando el poder del muchacho y una dura historia de fondo. *No tiene relación con algún acontecimiento en la serie, por lo que puede verse en cualquier momento, o si prefieren recién después de que haga su aparición el Kachidoki Arms.

An attorney from Yokohama is found murdered at Lake Toya in Hokkaido. Uematsu (Noi Yasuo), of the Hokkaido police goes to Yokohama in search of Konno Shizuka (Watanabe Azusa), a woman who may know something about the case. He tries to take her in to the station for questioning. Muta (Kobayashi Keiju) happens to be there as well. Muta learns that Konno has a debt with a moneylender in Hokkaido.

A man and a woman drift ashore after a typhoon. The man, dead, is an escaped perpetrator, and the woman, alive, is a hairdresser Masako. A detective in charge of an embezzlement case is tracking the whereabouts of disappeared money and suspects Masako. One year later, a real estate company president dies a suspicious death in front of Masako at her beauty salon. Was it an accidents or murder?

The special opens with Tachibana Tōbei taking some children to a Kamen Rider roadshow. Just as he's reminiscing about all the heroic modified humans he's lived alongside- Ichigō, Nigō, V3, Riderman, X, Amazon, Stronger and Tackle- the first seven Riders gradually show up to greet him in their human guises, unrecognised by the crowds. When it's revealed that the kaijin onstage are 'real', not actors, the Riders henshin to save the crowd and Rider actors, uniting their power to defeat the Delzer Army's true leader, Great General Darkness in his hideout beneath the stadium.

During a motocross practice, Keisuke Jin is ambushed by two Myth Cyborgs created by a secret organization that's attempting to control Japan, G.O.D. (Government of Darkness). He transforms into Kamen Rider X, but little does he know that his battle is recorded and analyzed by King Dark, G.O.D.'s commander, to create a super cyborg. Other G.O.D. cyborgs are attacking all over Tokyo and in the middle of the crisis, the original four Riders return to Japan from different countries around the world. The five Riders unite to lead a counter attack against G.O.D.

A little girl named Sayoko witnesses the murder of an Interpol agent by the G.O.D. kaijin Hercules. Keisuke Jin saves her before Hercules disposes of her. Sayoko tells Keisuke that G.O.D. is targeting an important official named Kibara. Kamen Rider X has his hands full when G.O.D abducts Kibara and takes Sayoko and her mother hostage.

When Daisaku Hotta (Kosaburo Onogawa), the cheer leader of Tonan High School, hears that Rikiya Kudo (Saburo Shindo), the captain of the Judo team and Shiro Usami (Kei Wakakura) of the boxing team are about to fight, he breaks it up that are apt to erupt so suddenly on campus. Rikiya is an honor student, recommended to the Toa University by his school and is almost certain of being accepted next spring. Shiro is long on brute strength but short on brains. Naturally, they waste little love on each other, so there is very little ground for any understanding between them.
