En Cali 2023, se vive una enorme crisis ambiental y social debido a la escasez de agua, producto de la sequía que se padece hace varios meses y la contaminación y desaparición de las principales cuencas hídricas de la ciudad. Diversos habitantes ejercen sus labores, oficios y actividades cotidianas en medio de un contexto duro y salvaje. La ciudad se ha fragmentado en dos zonas, una privilegiada con fuertes cordones de seguridad, donde viven las personas más pudientes y poderosas; y otra llamada “zona seca” que carece del servicio de agua potable, y en la que subsiste el resto de la población que absolutamente golpeada por la crisis está llegando a los niveles más altos de violencia, insalubridad y corrupción. Una lluvia venidera que se anuncia en los medios de comunicación es una noticia que altera a toda la ciudadanía.
