Fue creado por Elzie Crisler Segar1​ y apareció por primera vez en la tira cómica Timble Theatre de King Features Syndicate, en la edición del The New York Evening Journal del 17 de enero de 1929. Su nombre proviene del inglés «Pop-eye» /pɒpaɪ/ que literalmente significa ‘Ojo saltón’, pero que se refiere a su ojo tuerto, término común en los marineros.
