Austin orders his men to seize Bill, bale him in strands of the wire, and throw him on the stage of the town hall during a fall festival. Bill doesn't take kindly to this and it precipitates open war.

Sheriff Jim
Riders of the Dusk is another of Monogram's formula Whip Wilson westerns. Since the studio couldn't build an entire film around Wilson's bullwhip prowess, a plot was called for. This time around, it's the one about a U.S. marshal who searches high and low for a mysterious masked desperado. The mystery angle is minimal, since seasoned movie fans will be able to determine the mystery person's identity within 15 minutes. As always, Andy Clyde is a tower of comic strength as Whip Wilson's grizzled old sidekick.
Henchman Gus
Brown's principal antagonist this time is the town boss, an outlaw who has killed the community's leading citizen. The dead man's grown children want to investigate the killing, but the outlaw puts a stop to this by hiring a dance-hall dame to pose as the kids' long-lost mother. Johnny isn't fooled by this subterfuge nor is his sidekick.

The Hansen School for Air Hostesses, operated by Celia Hansen, welcomes a new group of students; a librarian named Ruth Jackson; Lorraine Carter, a nurse; and Jennifer White, whose husband was an aviator killed in World War II. Ruth meets a smart-alec pilot, Dennis Hogan, but complications arise as Lorraine also has an interest in him. Jennifer meets a war-buddy of her husband, Fred MacCoy. All three women, with each other's help, makes it through to graduation day.

The town of Rio Blanco is the center of a fight over the statehood issue and is a perfect setup for Lon Bryson and Chuck Bowers, who organize a couple of phony protection associations. Opposing them is Henry Waterman, publisher of the Rio Blanco Herald. He and his assistant, Andrew Jackson Weems, send for the help of the Territorial Rangers. One of the dispatched Rangers is Jeff Lanning who, unknown to him, has a brother as a member of the gang under an assumed name of Bob Mitchell. Jeff is so shocked at seeing his brother gun down Waterman that he is unable to act in time to prevent it. Unable to explain the cause of is inaction, he is suspended by the governor. Unable to persuade his brother to quit the gang, Jeff, with the aid of Weems and Waterman's daughter Carol, begins his quest to bring the outlaws to justice.

Johnny Mack goes to work on "Ma" Curtis' ranch, to the disapproval of his friends, rancher Glenn Hadley and his sister Beth, who are at odds with her. Secretly, Ma's foreman Stoner is plotting with real estate man Ed Dutton to ruin her ranch and acquire it cheaply, with controlling water rights. Johnny stops henchman Dade in an attempt to dynamite the barn and Stoner, supposedly taking him to the sheriff, kills him. Johnny stops Glenn and Beth from tearing down a Curtis fence in order to get their cattle to water, but Glenn refuses to help even after Johnny explains he is helping Ma in order to find out who is behind the attacks on both ranches. Ma pretends to fire Johnny for saving Glenn from an ambush. As the outlaws attempt to rustle Ma's remaining cattle, Johnny, Alibi and Glenn join forces.
Wyoming Dan (Trevor Bardette) returns home after 20 years evading the law for a crime he didn't commit, only to find his son on his deathbed. Seeking revenge for his son's murder, Dan enlists the help of Rocky Lane (Allan Lane), who poses as an outlaw to try to uncover the truth. When the duo manage to track down the killer, they find him armed to the teeth.
Jeffers
Jimmy and Cannonball escort Anne Lamont, the new school teacher, to Oreville, where she is molested by two outlaws. Marshal Blackjack Flint wounds Slade, who tells Derringer that lawman Flint is wanted by the law and, unknown to Anne, is also her father. Derringer than kills Slade and begins to blackmail Flint. Jimmy and Cannonball join the fray on the side of Flint, the reformed outlaw.

A major Indian uprising is expected and Wyoming military posts are alerted. Colonel Dennison is meeting with Chief Eagle and his son Running Wolf when Chief Eagle is mysteriously shot. Cowhand Drake discovers gold on the ranch of his boss, Joe Stuart and makes a deal with crooked lawyer Mel Porter to induce Stuart to sell. The latter refuses, and also orders Bill Cameron not to see his daughter Laurie again. Foreman Johnny Mack, after intervening, quits after he sees Stuart hit Laurie while quarreling over her proposed marriage to Cameron. Peddler Alibi Terhune witnesses the killing of Stuart by Clem Kettering, hired by Porter, and is taken prisoner. Cameron is blamed for Stuart's killing, escapes jail, but is persuaded by Johnny to go back and stand trial. Johnny rescues Alibi and the two work together on clearing Cameron's name, and bringing the real culprits to justice.
Henchman Jensen
Jimmy Wakely befriends Hank Carrdigan, a former outlaw who has served his sentence and wants to go straight. Jimmy, after clearing Hank of a wrongful shooting charge, helps him get a job as an express messenger. Hank drives off some bandits in an attempted hold-up, but recognizes his son Tom as one of the bandits. A later robbery is blamed on Hank but Jimmy and his sidekick Cannonball Taylor bring in the real culprits and clear Hank's name.
