Sayaka trabaja en una oficina. No es muy buena en su trabajo y tiene una vida solitaria y monótona. Una noche, un joven llamado Itsuki aparece agotado frente a su casa. Nobuyuki Sakisaka (Yuta Tamamori) is a salaryman. When he was in middle school student, he read light novel "Fairy Game”. He still has that light novel, because he was so shocked by the ending. One day, Nobuyuki Sakisaka browses the internet and comes across the blog "Rein Tsuri no Kuni.” He learns that the blog writer, Rika Hitomi (Mariya Nishiuchi), also was shocked by the ending in light novel "Fairy Game." Nobuyuki and Rika soon begin to exchange emails. Nobuyuki wants to meet Rika, but she refuses due to her secret.

Iku (Nana Eikura) joined the Library Defense Force after a member from that team retrieved an important book that was targeted for censorship. She is assigned to work under Atsushi’s (Junichi Okada) team. She endures Atsushi's harsh treatment and looks for the member who retrieved her book. She also finds herself becoming attracted to Atsushi. Iku meets female high school student Marie (Tao Tsuchiya) at the library. Maries has a hearing disability. She is also a childhood friend of Mikihisa (Kei Tanaka). Iku senses Marie’s strong feelings for Mikihisa. Asako (Chiaki Kuriyama) works as a clerk for the Library Task Force. She has frequent meetings with curator Shuji (Aoi Nakamura). This creates complicated feelings for Hikaru (Sota Fukushi). One day, Mikihisa is arrested because of a book he recommended to Marie. Official reason given is because the book is unsuitable for disabled people. The members of the Library Task Force are angered by Mikihisa's arrest.

Set 18 months after movie "Library Wars." After the government's enactment of the Media Betterment Act, battles wage between the Betterment Squads and the Library Defense. The Library Defense resists censorship and advocates freedom of expression. The biggest battle awaits for the Library Defense.

Nos encontramos en Japón el año 2019. Para castigar severamente la libertad de expresión, se aprueba una nueva ley que promueve que el gobierno cree una fuerza armada para encontrar y destruir material impreso objetable. Mientras tanto, para oponerse a esta opresiva campaña, se crea la Library Force. Esta fuerza cuenta con el instructor Atsushi Dojo y Iku Kasahara, quienes trabajan para proteger las bibliotecas. Entre estos dos grupos se alza una violenta batalla.

Kasahara Iku and Dojo Atsushi receive an emergency recall in the middle of their date as Japan is rocked by a terror attack. Their new duty is a protection detail assigned to Touma Kurato, an author. Meanwhile, the relationship between Librarians and the Media Purity Committee is also worsening. During yet another hostile confrontation, Dojo is seriously wounded. Although Kasahara is badly flustered by this turn of events, Dojo still sees fit to entrust her with Touma's protection.
