En algún momento en el futuro, el terrorismo en Japón se ha convertido en algo común, y la policía se ha vuelto casi tan brutal como los criminales. Un miembro de la Fuerza Especial de Seguridad conocida como Angel, es el mejor de los mejores, no se detiene ante nada en su lucha por la justicia. Las cosas se ponen interesantes para Angel y su pareja, Raiden, cuando comienzan a investigar una serie de asesinatos en los que las víctimas eran delincuentes conocidos, asesinados de maneras muy desagradables. Este trío de asesinos conocidos como Cazadores, es un grupo de psíquicos que se han unido para cazar a la escoria más baja de la ciudad y llevarlos ante la justicia.

Unfortunately, the bad guys have already launched the mysterious Hades Project, and their giant robots outnumber Masato 7-to-1 in this Japanese animé series.

Hokkaido, 1991, se produce una serie de asesinatos y de repente comienzan a aparecer dragones en los cielos.
