Manifesto recurre a las escrituras de futuristas, dadaístas, artistas de Fluxus, suprematistas, situacionistas, Dogma 95 y otros grupos de artistas, y las reflexiones de artistas individuales, arquitectos, bailarines y cineastas, editándolas y volviéndolas a ensamblar como un collage de manifiestos de artistas, finalmente cuestionando el papel del artista en la sociedad de hoy. Al realizar estos "nuevos manifiestos" mientras habitan trece personas diferentes, entre ellos un maestro de escuela, un titiritero, un lector de noticias, un trabajador de una fábrica y un vagabundo, Cate Blanchett imbuye nueva vida dramática en estas famosas palabras en contextos inesperados. Una versión cinematográfica de esta instalación de arte se estrenará en el Festival de Cine de Sundance 2017.

The film culminates in an absurd final scene, one that can only end in violence.
