Teru (Yuya Endo) has been brought up in a hill town and spent his childhood conquering the slopes on his bicycle. Being a cycling fanatic, who resents defeat, he joins Kamegaoka High School, which used to boast a powerful cycling club. There he meets Hatomura (Yuichi Nakamura), an ace of the club who wants to turn around the club which has deteriorated to the point of dissolution, and Yuta (Hiroki Suzuki), an aloof cycling genius with unshaken confidence in his speed who does not allow others to follow him. Meeting a rival that is faster than him for the first time, Teru joins the club in order to challenge them. His only interest, however, is his own cycling speed. While walking through the streets of Tokyo, Linn Suzuki comes across a strange device sticking up from the sidewalk. It seems young Linn has fled Deep Kyoto from her cruel mistress and has traveled to Edo where she hopes to find her long lost brother, who was last seen working for the Kuon Detective Agency. By chance, this stranger happens to be Miho Kuon and lets Linn stay with her (nicknaming her Kotetsu, or Little Tetsu after her brother, Tetsujin). However, a mysterious agency called the Syndicate are after Miho and Linn is now in the thick of things.

A couple years have passed, Matsuzaki is divorced and has a daughter and is still up to his old compulsive gambling, boozing and womanizing even as he stares middle age in the face. At his daughter's school he meets a teacher who's similarily obsessed with horserace betting and who's also frigid - something he does his best to therapize. He also reconnects with his ex-wife, who just so happens to be the literary agent and love interest of another writer of the gambling genre. An epic gambling battle between the two ensues.

Makabe is a yakuza who is addicted to 'shabu' (a slang refers to stimulant drug). He lives as if he wants to destroy himself. He steals a mistress of the boss of a big yakuza syndicate by force. He takes over the yakuza group he belongs to, by killing the old boss. When he tries to use 'shabu' as the main finacial resource of his group, it leads to the serious confrontation with another big yakuza syndicate.

The teenagers deal with the thugs by using extreme violence.
