En 1968, el ingeniero Giorgio Rosa estableció el estado independiente llamado "La Isla de las Rosas" frente a la costa de Rimini, construido sobre una plataforma fuera de las aguas territoriales, con el esperanto como idioma oficial. Las autoridades italianas no se lo tomaron bien porque la micronación se vio como un expediente para no pagar impuestos sobre los ingresos obtenidos gracias a la llegada de numerosos turistas y curiosos.
