Director y guionista cinematográfico estadounidense nacido en San Francisco. Se inició en el cine como guionista de un cortometraje western, pasando casi inmediatamente a la dirección acompañando a Harry Williams en un film producido por Keystone Studios. Entre sus películas más destacadas figuran It, protagonizada por Clara Bow, más de una docena de largometrajes y cortos protagonizados por Will Rogers, y dos películas de Raymond Griffith, Paths to Paradise y Hands Up!. Badger se mudó a Australia para dirigir Rangle River (1936), decidiendo retirarse allí, rodando únicamente otro film, That Certain Something (1941).

This is another comedy, in which trick photography plays a large part. It is a travesty on the temperance question, siding with the dry element. On the refusal of the Governor to sign a bill in favor of the liquor interest, the political boss tries to force the executive to his will. The Governor, after a series of thrilling experiences, thwarts the efforts of the politicians. The latter calls on Lady Baffles, who impersonates the Governor's wife and secures the executive's signature to the bill.
