Katya y Pasha son una pareja de estudiantes de Moscú en sus veintes. No les importa la política o las autoridades. No son realmente rebeldes, solo quieren quedarse solos y divertirse. Un día vienen a un concierto de punk en un pequeño club, pero dos policías deshonestos detienen el espectáculo en el medio; no hay motivos formales para hacerlo, pero los policías simplemente disfrutan de su poder. Katya intenta razonar con uno de los oficiales, pero él reacciona de manera brutal, y Pasha tiene que defenderla. Katya y Pasha escapan y esperan estar a salvo. Pero en Rusia, no deberías meterte con la policía, y a la mañana siguiente, los jóvenes se enteran de que están en problemas. Su única salida es pagarles a los policías, y se embarcan en la misión de obtener el dinero en efectivo: pedir prestado, rogar, hacer lo que puedan.
