En una ciudad mexicana se presenta un brote epidémico sin que las autoridades hagan caso las advertencias de los especialistas. Ante la magnitud de los daños, el gobierno decide controlar la información y organizar brigadas represivas disfrazadas de grupos de fumigación, entre otras medidas para distraer la atención y evitar el pánico entre la población. Por su parte, la sociedad finge que no pasa nada, mientras la ciudad se llena de cadáveres.
