La ciudad de Yūbari en la prefectura de Hokkaido se ha convertido en una ciudad fantasma tras la presencia de Shadow Moon y sus secuaces de Gorgom . Makino, un científico que trabaja en el experimento de robot ultrasecreto de Gorgom, escapa de la malvada organización y regresa a Tokio, solo para descubrir que su esposa e hija han sido secuestradas. Como Kamen Rider Black, Kohtaro viaja a Yubari para salvar a la familia de Makino y liberar a la ciudad de las garras malignas de Shadow Moon.

Los niños de todo Tokio desaparecen misteriosamente sin previo aviso. Kotaro sospecha que Gorgom están detrás de los secuestros y sigue un autobús turístico de aspecto sospechoso con niños en él, solo para perder su rastro por un acantilado. Con la ayuda de un pescador (interpretado por el propio Ishinomori ), Kohtaro viaja a una isla remota y usa sus habilidades como Kamen Rider Black para salvar a los niños y frustrar el último plan malvado de Gorgom.

He takes her to an inn to gove birth, and stays on a few days as she recovers, but becomes fascinated with the strange people he meets there, particularly the owner, who visits a house in his courtyard every day to talk and give food to his mother. He says she is very sick and can't leave bed, but no one else has ever been inside or seen her.

Other G.O.D. cyborgs are attacking all over Tokyo and in the middle of the crisis, the original four Riders return to Japan from different countries around the world. The five Riders unite to lead a counter attack against G.O.D.

Shocker se encuentra en búsqueda de un nuevo artefacto llamado el dispositivo de gravedad artificial GX que podría alterar el eje de la Tierra. The Shocker Organization sends two of its Inhumanoids to destroy an atomic plant, but their plan is foiled by an invisible barrier that surrounds the complex. Because of this, they abduct a top soccer player and convert him into Tokageron, a lizard Inhumanoid capable of kicking a 5 kg bomb to destroy the plant's barrier. Kamen Rider must once again combat the Shocker and prevent them from destroying the atomic plant.
