Society matron Mrs. Fanshaw Renwick entertains lavishly at her posh home. Living with her are her two daughters, Phillipa, a madcap eighteen-year-old, and her married sister Errica who is having an affair with Ralli, a designing South American. When Captain Chantry arrives with an impressive letter of introduction, Mrs. Renwick welcomes him while Phillipa falls in love with him. On the night of the masquerade party, Phillipa induces Chantry to take her to the party in disguise, because her mother will not permit her to attend. The captain, in reality a jewel thief, readily complies, believing it will provide him with the perfect opportunity to steal Mrs. Renwick's famous pearls.

When, after three years of active service, ace detective Jerry Brennon is ordered by his doctor to take a rest, Senator Reed, Jerry's staunch supporter since he arrested two crooks burglarizing the Reed home, prevails upon the detective to stay at his cabin in the mountains. Warned that the cabin is haunted, Jerry's suspicion is aroused when a bullet whizzes past his head.

At the death of Count de Beaulieu, his daughter Jeanne learns that her father had been the arch-criminal known as The Phantom. The only other person who knew her father's identity was his lieutenant, Franz Leroux, who now demands that Jeanne marry him in return for his silence.

Mina Rogers (Mary MacLaren) is unfairly cast out into the cruel, cruel world by her crotchety old uncle. She searches for a new home, resorting to deception so that she will be taken in. Along the way she meets a doctor, certain mysteries surrounding her are solved, and the doctor asks her to marry him.

George Bell, a wild young man, lives with his rancher father, Thomas Bell, in Paradise Valley, California. When George sells his father's favorite horse, Mr. Bell turns him out, and George becomes a grain salesman in St. Louis. Meanwhile, Polly Martin lives with her father Bill, an ex-businessman who has sunk to day-labor because of his addiction to alcohol. Bill frequently abuses Polly, and when he falls to his death from a high girder, Polly becomes a nurse in the Salvation Army in St. Louis. George falls in love with Polly after he saves her from the advances of a drunk, but she will not marry him because of his wild past.

Maud and Cecil have been in love since they were children in the pre-Civil War South, but Howard, Maud's domineering brother, disapproves of a marriage between them. Instead, he has chosen English nobleman Lord Lovelace as the ideal fiancé for Maud. On the night that the engagement is to be announced, however, she elopes with Cecil. The runaways are caught, though, after which, because of her loyalty to her brother, Maud sends Cecil away. When the Civil War begins, Howard, Lovelace and Cecil all volunteer, and are all soon reported killed in action. Heartbroken, Maud decides to become a nun, and takes her vows just moments before Cecil, whose death was mistakenly reported, returns from the battlefield and comes to the convent to ask her to marry him.

Cora Madison, the town flirt, delights in making men love her and then dropping them, so when newcomer Valentine Corliss arrives, she views him as just another potential victim. Rather than falling for her charms, however, Valentine persuades Cora to use them in getting her past suitors to invest money in one of his phony business deals. Cora soon falls in love with Valentine but also discovers, along with the other townspeople, that he has been swindling almost everyone and that he courted Cora simply to be able to use her well-respected father's name in connection with his business scam.

The insurance companies, organized in one mighty trust, have been using the policy holders' money to speculate with. Tom Larnigan has announced that he will investigate and proceed against the trust.

Stone assures Weisner, head of the Coal Trust, that Larnigan will never start for Pennsylvania. Weisner is skeptical and informs Stone that if he does go he may be killed, as a strike is in progress. Weisner, a little later in Maxwell's home repeats the statement of it being an easy matter to kill Tom should be come to the coal country. Dorothy Maxwell and Kitty Rockford overhear the conversation. They decide to go to the coal country and lend their aid to Tom.

The plan is this: a foreign man of war is interned in the harbor. By blowing up this boat, Carney figures that strained relation existing between this country and warring nations will snap and the United States will be drawn into the conflict. This would mean untold orders and profit for the Steel Trust. Stone and Carney plan to carry out the plot with aid of an eccentric inventor named Bill Bean.

The experience of Bruce on the grain steamer has been a great shock to Dorothy. She thinks Stone responsible and breaks her engagement, despite the pleadings of her father. Tom Larnigan is working for the Textile Trust in Lyndham. The low wages have caused a strike. Tom does what he can for the workers.
