In the capital city of Beijing, there is a special group who are affectionately called "alley housekeepers" by the people. The "alley housekeeper" is not a leader, but in their heart they wear all things of the neighborhood. There are many problems directly related to the common people, such as neighbourhood disputes, parking on roads, private construction, public toilet renovation, environmental improvement, and caring for the empty-nest elderly.
Set against the social turmoil of China's Cultural Revolution, 12 years old Yue Haiyang is forced to leave the swimming team despite his dreams to become the greatest swimmer of his generation. In a quest to fulfill his dream, friendship and loyalty are tested as three friends wade through the waters of personal struggle and social unrest.
