Dreaming of making a way station for his sister and the villagers who have no choice but to commute along the dangerous train tracks every day, Joon-kyung sends many letters to the President, but with no reply. It’s broad daylight in a shantytown and a man witnesses a woman being murdered by masked men on the rooftop of a nearby building. He tries to surreptitiously take a photo the event but is seen. He runs away and hides in his studio apartment but the men soon find him, bashing his head in with a hammer and knocking him out. After being unconscious for some time, the man wakes up in the middle of the night to find himself naked and abandoned in the center of town.

Dong-soo
Delivery man Dong-soo has a tic disorder that causes him to say inappropriate words he doesn't mean. Online novelist Ye-ri has closed herself in her apartment ever since her sibling's death. Twice a week, Dong-soo makes deliveries to Ye-ri and they develop a quiet bond, talking about things they've never told anyone else. Ye-ri reveals that it was her late sibling's wish to see a sea without water, and Dong-soo decides to fulfill that wish for her.

Basada en personajes reales y una historia verídica ocurrida en 1988, cuando unos presos condenados a penas enormes por delitos mínimos deciden fugarse con la intención de hacerle saber al Dictador Chun Doo-Hwan que la Ley de Cuidados y Custodia (que extendía las penas de cárcel) era una verdadera injusticia, y que sólo el dinero compraba la justicia en una Corea dictatorial, y a punto de celebrar sus Juegos Olímpicos. La Ley no se derogó hasta Septiembre de 2005, mientras se rodaba esta película, que está dedicada a todos aquellos que tuvieron que sufrirla en carne propia.
Tae-sik
Byeong-gu cree que extraterrestres del planeta Andrómeda atacarán La Tierra para acabar con la vida en el planeta. Según él, uno de ellos es el presidente de una compañía química a quien, con la ayuda de su novia, secuestra para obtener información sobre la futura invasión. La única manera que Byeong-gu tiene de evitar la invasión es convencer al secuestrado para que organice un encuentro con el príncipe de Andrómeda, antes del próximo eclipse lunar, que ocurrirá dentro de una semana. Mientras tanto, el desacreditado inspector Lee decide llevar la investigación por su cuenta con la ayuda del inspector novato Choo.
