La historia nos lleva a la vida cotidiana de una niña de 17 años que perdió su hogar y su familia a causa de los eventos que azotaron la región de Tohoku. Así comienza a vivir con una nueva familia en una casa antigua con vista al mar.

Living by the sea, protecting the sea, and journeying across the sea…They’re the BLUE MERMAIDS! Because of a shift in tectonic plates around 100 years ago, Japan lost much of its area to submergence. To preserve Japan’s territories, Coastal Cities sprung up, one after the other. Eventually, they became Marine Cities, and along with the expansion of sea-lanes to connect them, the need arose for a sizable staff to protect the seas. At the same time, maritime jobs were becoming more popular among women. Hence, the BLUE MERMAIDS had become every female student’s dream job.

El momento es el final de la era Samurai (Edo) y el nuevo gobierno Meiji se fundó en Japón. Tres hermanos jóvenes, Tenka, Soramaru y Chutaro, que son los guardianes del santuario de Kumou, se ponen de pie para evitar que el "Orochi" vuelva a la vida cada 300 años para salvar al país. Es un año después de la gran batalla contra el "Orochi" (serpiente gigante).
