El doctor Mabuse está ultimando un diabólico sistema para apropiarse de la voluntad humana mediante residuos de piedras lunares. Su finalidad es formar un auténtico ejército de robots controlados a distancia, que esté enteramente a sus órdenes y dominar el mundo. Para ello, se dedica a secuestrar personas sobre las que experimentar. Pero el detective responsable de investigar estas desapariciones decide atajar los propósitos de Mabuse poniéndose de acuerdo con su propia novia, de forma que ésta sirva de cebo haciéndose ver por la monstruosa y perversa criatura que el doctor Mabuse utiliza como esclava.
