Clemens and Bobi, two legation secretaries, are sent on a delicate mission by their minister: it concerns a red portfolio with secret papers, which the minister stuck under a bed mattress and forgot about when he met someone on a rendezvous. And to make things more difficult, the horny minister can't remember which room he left it in. After several incidents in different hotel rooms, neither secretary has found a thing. There's not a trace of the portfolio; but Clemens is more interested in Annette, the young lady in one of the hotel beds, than in the portfolio. He forgets his mission and can think only of her. Boni, in the meantime, has found his way into a room, where Olivia is staying and sees a red, leather folder there. But the woman throws him out in short order.

The setting is Lugano (Switzerland), where an apparently very important world conference takes place. The film tells the story of the young Kitty (Hannelore Schroth), who works as a manicurist at the Eden Hotel, and who in the course of events gets to know both a young journalist (Christian Gollong) and the English minister of economics (Fritz Odemar). A lot of wild mix-ups, comic situations, a love story and occasional singing ensue, and in the end most of the VIPs have gained their share of laughter… There’s also a great performance by Paul Hörbiger as the hotel porter. For a 1939 film made in Germany, “Kitty” is remarkably irreverent and satirical about politics.

Clausen's selfish grown children, not wishing to share their father's affections -- nor his money -- with his new wife-to-be, go to court demanding that Clausen be declared mentally incompetent. Upon finding this out, Clausen flies into a rage, leaving the audience to wonder whether or not he really as gone off his trolley. Der Herrscher was directed by Veit Harlan, more famous (or notorious) for his viciously anti-Semitic Jud Suess (1940).

Our hero learns the hard way that one can be in a teeming crowd, yet still be all alone. Leading lady Stradner later resettled in Hollywood, where she appeared in such films as The Last Gangster and Keys to the Kingdom.

'Love and the First Railway' is what this movie's title would mean in English. This is one of those films that depicts fictional characters participating in an historic incident. The actual first railway was built in England, of course. But according to this movie, the first railway (in Germany, at least) was built from Berlin to Potsdam, in 1838. I haven't the faintest idea if that's correct, but the people who made this movie do seem to take a great deal of interest in historical accuracy, so I'll take their word for it. Anyway, a title at the beginning establishes that this movie is set in 1838.

That there's a happy ending all the same comes as a surprise only to the characters on the screen.
