Vienna 1965. While visiting the Wax Museum a group of tourists stop in front of the figure of Prince Metternich. All of a sudden they find themselves brought back 150 years earlier during the Vienna Congress of 1814-1815. Before their eyes wide open, history is in the making. Gathered around the Tsar of Russia, Alexander I, the Kings of Bavaria, Würtemberg, Prussia and Denmark, are persuaded they are building the future Europe whereas they are being manipulated by foxy Chancellor Metternich, he himself under the thumb of cynical Count Talleyrand, the French representative. All those considerations come second though to partying and social life, which is all these aristocrats really want out of this congress.

Sissi se muestra hábil no sólo con los asuntos de estado, sino también con Sofía, su conflictiva suegra, que aprovecha cualquier ocasión para inventar falsos romances entre Sissi y el conde Andrassy con el objetivo de romper el matrimonio entre la emperatriz y su hijo. A las amenazas de Sofía hay que añadir la grave enfermedad pulmonar que Sissi contrae en Hungría y que la llevará a Grecia, donde tras un tiempo la joven mejora felizmente de su enfermedad.

Tras su boda en Viena, Sissi empieza su nueva vida como Emperatriz de Austria, pero pronto la rigidez del protocolo se convierte para ella en un verdadero problema. Entre ella y Sofia, su suegra, nace un profundo resentimiento que estalla en el cumpleaños de la hija de Sissi: Sofia, apelando a una antigua tradición de la Corte, se opone a que la niña sea criada por su madre. Al final llegan a un acuerdo, por el que Sissi podrá educar a su hija si se compromete a cumplir sus obligaciones cortesanas.

After a masked carnival ball, Gerda Harrandt, wife of the surgeon Carl Ludwig Harrandt, allows the fashionable artist Ferdinand von Heidenick to paint a portrait of her wearing only a mask and a muff. This muff however belongs to Anita Keller, in secret the painter's lover but also the fiancée of the court orchestra director Paul Harrandt. The picture is then published in the newspaper. When Paul sees it and asks von Heidenick some questions about the identity of the model, the artist is forced to improvise a story and on the spur of the moment invents a woman called Leopoldine Dur as the alleged model. Leopoldine Dur however turns out to be a real woman whose acquaintance Heidenick makes shortly afterwards.
