This short focuses on the job of the costume designer in the production of motion pictures. The costume designer must design clothing that is correct for the film historically and geographically, and must be appropriate for the mood of the individual scene. We see famed costume designer Edith Head at work on a production. The Costume Designer was part of The Industry Film Project, a twelve-part series produced by the film studios and the Academy. Each series episode was produced to inform the public on a specific facet of the motion picture industry.

Andy Clark discovers he was cheated out of a half interest in partner Mike's business, now a thriving dance hall in 1892 Chicago. Unable to win it back, Andy schemes to make Mike's position untenable. He also hopes to turn Ruby Summers, Mike's motor-mouthed burlesque queen, into a classier entertainer, and incidentally to make her his own. But at the last minute, Andy's revenge comes unravelled.

The two of them suffer marital difficulties when Skid gets an offer to appear on Broadway while Bonny gets left behind on the road. Ruth is taken away to juvenile hall, and when Ruth's older brother Nick comes home to celebrate Ruth's birthday, Mrs. Humphries explains that Ruth has been seeing an older, wealthy man who has been leading her astray, and that she sent her away for her own good. Nick is saddened that he has failed to keep Ruth on the right track, and when he returns to his apartment, he becomes enraged to see Allen there. When Allen claims ignorance of Ruth's age, Nick hits him, and they engage in a brawl.
