Para proteger el país del monstruo Godzilla, el gobierno japonés crea un robot gigante pilotado por seres humanos: Mekagodzilla, un símil del propio monstruo. Para ello utilizan el esqueleto del Godzilla original, que atacó por primera vez en 1954.

UFOs appear on Earth, and people who actually see them suddenly find that their blood has turned blue. Soon panic and hysteria result in the new "blue-bloods" being persecuted by the rest of mankind, and eventually certain all-too-familiar measures begin to be taken against them.

A trio of high school students, Ichiro, Hiroshi, and Reiko, try to give a demonstration against the suspension , but they are ignored by the students and embark on an unreliable journey.
