Sometime in the near future, the Korean peninsula attempts to reunify. The South Korean government, which needs enormous funds for the unification to succeed, develops a landmark new technology called the TWR. The TWR is a high speed nuclear reactor and other countries want the technology. To prevent terror in the aftermath of the TWR breakthrough, the government establishes a new organization named NTS (National Anti-Terror Service). Jung-Woo (Jung Woo-Sung) is transferred to the NTS group from the NIS. He's excited about the transfer and hopes to live the life of a real agent, but then discovers his main responsibility is to watch North Korean defectors.

Tae-ju, a murderer serving a life sentence in prison, is given a temporary release to save the life of a seriously ill young girl, Se-hee, who suffers from Wilson's disease and desperately needs a liver transplant. Se-hee is the daughter of Yeong-woo, and old friend of Tae-ju's who is now a police officer. A pesar de tener personalidades muy distintas, físicamente Park Myung-su y Park Hyun-su son idénticos puesto que son gemelos. Pero por un lado Hyun-su tiene grandes aspiraciones, y decide estudiar leyes en Seúl. Myung-su por su parte no dedica su vida a nada bueno y se limita a poner orden en las calles de su zona y a veces ayuda en el negocio de la familia. La madre de los gemelos se desvive por Hyun-su, pues confía en que el sacará adelante el nombre de la familia, y en este afán de ayudar a su hijo con más futuro, obliga a Myung-su a sacrificarse por su hermano.
