Un científico nazi fugitivo, el doctor Muller, llega a México, secuestrado en Sudamérica por los secuaces de Sebastián. Muller tiene miedo de que sea una organización judía que se dedica a apresar a criminales de guerra la que se encuentra detrás del secuestro, pero Sebastián le dice que no, aunque sí que "desde ahora está al servicio de la potencia que derrotó a Alemania y a Hitler con la ayuda de los países occidentales" (vale decir, la Unión Soviética). Sebastián dirige en Santo Domingo un campo de entrenamiento para espías y saboteadores. Su plan es que el doctor Muller le lave el cerebro a los dominicanos, usando una droga secreta diseñada por los nazis. Pero, primero, Muller tiene que hacerse la cirugía estética para cambiar su aspecto.
