The stage of this work is Saitama, a suburb of Tokyo in the early Heisei period. Immediately after the bubble burst gangster countermeasures law, there were gangsters who defended the last territory and young people who freely controlled the city. The youth conflict escalated day by day and became a force that surpassed the yakuza, and the runaways were sent to juvenile prisons one after another, where exclusive rules awaited.

Iwane Sakazaki returns to his homeland and gets caught in the middle of an incident that results in the tragic death of two of his best friends from childhood. The Story of the 1 Litre of Tears special takes place after the events in the main drama. The Special takes the view of Asou Haruto who is remembering life the way it used to be before the events of the last episode of the series.

He is Kikuji Murao (Etsushi Toyokawa), a former best-selling novelist who has had a decade-long dry spell that has reduced him to university teaching and magazine hackery.
