張り込み明けの刑事ジャック（ブルース・ウィリス）は、仮釈放中に悪事を犯した囚人エディ（モス・デフ）をNY市警本部のあるパーク・ロウから16ブロック（約1.6km）離れたセンター・ストリートの裁判所まで護送し、証言させることに。しかし、その途中、何者かに襲撃された2人は近くのバーに身を潜め、応援を待つことになる。やがて、ジャックの元相棒フランク（デヴィッド・モース）が現れるが……。

組織の大物や悪党など、法の目をかいくぐってきた犯罪者たちが次々と何者かに殺されていく。サンフランシスコ市警のハリー・キャラハン刑事は、射撃大会で優勝を争った白バイ警官デイヴィスと3人の仲間が犯人であることを突き止めるが、彼らは法に代わって制裁を行っているだけだと主張。ハリーの協力が得られないと知るや、今度はハリーの命までを狙うようになる。友人の警官や、相棒である黒人刑事スミスまで犠牲になるに及び、ついにハリーは上司であるブリッグスに全てを明らかにしようとするのだが…。
