明治４５年。実業家の渋沢栄一は、東京の町を軍事面からだけではなく霊的にも守護する“東京改造計画”を始める。しかし、東京の壊滅をたくらむ謎の男・加藤保憲は平将門の霊を呼び覚まそうとする。大正１２年、加藤は関東大震災を起こすが、文豪の幸田露伴らの努力によって東京壊滅に失敗する。東京は渋沢らの手によって急速に復興するが昭和２年、加藤が再び東京に現われる。しかしそれを妨害しようとする面々が現われる。
