元米国海軍士官ジョーンズは、旧友のテイラー大佐に呼ばれて東京にやって来る。彼はそこで、失踪中のフランスの原子科学者モンテル教授と出会う。ジョーンズは教授から、テイラー大佐が北氷洋の共産軍基地の偵察に行き、撃墜されたことを知らされる。ジョーンズは教授と共に潜水艦に乗り組み、北氷洋に向かう。やがて彼らは、国籍不明の貨物船を発見して追尾を開始するが、彼らの潜水艦もまた、謎の潜水艦に尾行されていた。
