シノプシス
1973年２月10日。
仮面ライダー１号＆２号によりショッカーは全滅し、世界に平和が訪れた…はずだった。
突如現れた謎の戦士、「仮面ライダー３号」。ショッカーが開発していた最強のライダーにより１号＆２号は抹殺され、その瞬間、歴史の歯車が狂い出す。 時は流れ2015年、全世界はショッカーの統治下にあり、泊進ノ介（竹内涼真）は仮面ライダーを倒すためにショッカーの一員となっていた。
だが、激しい戦いの中で進ノ介は、子供まで盾にするショッカーの卑劣さを目の当たりにする。
「子供たちの夢を守り、希望の光を照らす。それが仮面ライダーだ！」
身を挺して子供たちを救った仮面ライダーBLACK・南光太郎の言葉が、進ノ介の心に突き刺さる。
「何かがおかしい…」
迷い始める進ノ介の前に、仮面ライダー３号・黒井響一郎（及川光博）が現れる。
正義に目覚めたと言う黒井と共に、進ノ介はショッカーを倒すため動き出す。
