Based on the TV series from the same name, Mentai Piriri stars Hanamaru Hakata, the icon of Hakata, Fukuoka, alongside Yasuko Tomita, who both starred in the television show playing husband and wife respectively. With additional scenes not depicted in the original show.

Masayoshi is a young announcer who has worked at a broadcasting station for 3 years. He is the secondary presenter for a morning information program, but he always makes mistakes. Masayoshi also has a crush on co-worker Yuko, whom he has known since he was a child, but he can't seem to get any closer to her. Masayoshi then puts on a pair of glasses that he finds at work. He realizes the glasses gives him superhuman powers. Masayoshi decides to become a righteous hero.

Shy, quiet, and unsure of herself, Ryo Aihara doesn't quite fit in anywhere. Though she wants to make friends, she has trouble speaking up and holding a normal conversation like everyone else. It seems that whenever she talks, the words just don't come out correctly. Gradually, Ryo has gotten used to living life in silence as a lonely and introverted student. With no one to talk to, Ryo also has no need for a cell phone. Longing for friends to talk to, she creates a cell phone in her mind for imaginary phone conversations, and much to her surprise, one day Shinya picks up on the other side. Yawara Inokuma is a girl who aspires to an ordinary life but due to her innate talent is forced to practice judo by her authoritarian grandfather, Jigorou Inokuma, with the aim of achieving the championship in Japan and the gold medal in the Barcelona 1992 Olympic Games. Because of the pressure from her grandfather she has a generally bad attitude about judo, avoiding it as much as she can. However, over time she comes to understand why her grandfather loves judo and appreciates it more.
