2018年、正体不明の異星人たちが地球を侵略。それから9年後の2027年。世界の主要都市は異星人たち＝統治者の支配下に置かれ、シカゴでは、そのかいらいと化したアメリカ政府が強権的な管理社会体制を築き上げていた。20歳の青年ガブリエルは、死んだ父の元同僚、シカゴ警察特捜司令官マリガンの世話を受けながら、ひそかに反体制のレジスタンス活動に従事。やがて彼は兄のラファエルらとともに爆弾テロを計画するが…。
